DEVELOP AN ACTION AND RECOVERY PLAN

In a disaster, one person should be in charge (disaster manager). That person will assess the situation, determine the priorities, gather available resources, initiate specific orders to staff, monitor follow-through on critical needs and make immediate changes to the plan as needed.
